Why even a small site needs search
Search is not a feature for big catalogues. It is a shortcut for someone who knows exactly what they want: a certificate, a dimension, a date. The menu takes them there in three clicks, a search box in one.
It has to ignore accents and case, though. People typing on a phone drop the diacritics, and a search that returns nothing for them looks like a site with nothing on it.
On small and medium sites the search runs in the browser. No server request, no search service, so results appear instantly and nobody is tracking what your visitors look for.
When it makes no sense
On a five page site. There a search box admits that five pages are hard to navigate, and fixing the menu is the better answer.
On a large shop it outgrows this approach: past a few thousand items, search belongs on the server so it can handle typos, synonyms and sorting by what sells.
