Why every file needs three facts
Type, size and when it was last updated. Without the size, someone on mobile data leaves the link for later and never returns. Without the date they cannot tell this year's price list from the one before, so they phone anyway.
Categories and search handle a hundred files. Without them you get twenty links in whatever order somebody uploaded them, searched by eye.
The most valuable part is that files are swapped from the admin. An expired certificate is replaced by a new one without touching the site and without an invoice for a small change.
When it makes no sense
When the documents are for one customer only. A price list with individual terms belongs behind a login, not on a public page.
And when nobody maintains them. A downloads section full of files years out of date proves one thing: that nobody looks after the site.
