Why the filter belongs in the address
A filter that lives only in the browser is useless commercially. It cannot be emailed, cannot go into a proposal and search engines never see it. In the address, our refurbishments over twenty million becomes a link you send somebody.
It is also the only version that survives the back button. Without it a visitor opens a detail, returns and finds the list reset, so they filter again. Usually not a third time.
Sorting is the other half: by year for someone checking the firm still works this year, by size for someone checking you handle jobs their size.
When it makes no sense
With five items. A filter above five cards reads as readiness for growth that never came, and it only slows people down.
And when it filters on a property the customer does not know. Filtering by an internal product line code helps only whoever invented it.
